Kensington is an independent publisher that put out ~290 eBook titles on OverDrive in the last year. Its website states:

eBooks: the standard eBook licenses allows one loan at a time and does not expire. At a price of $22.50, the unit cost is relatively low, although it exceeds the average retail cost of the print equivalent — $12.70.
